Manchester City’s arrival in the transfer market late Monday raised a few eyebrows and reportedly upset one Portuguese manager in London.

It is very surprising that only three top-flight clubs spent less than Chelsea this summer. Even Stoke boss Tony Pulis blew TWICE as much as Scolari. Is Chelski short of money?
